Congress passed a stopgap bill on September 30, averting a partial shutdown of the federal government by a vote of 335 to 91. There were 209 Democrats and 126 Republicans who voted to keep the government open and 90 Republicans and one Democrat who opposed the stopgap legislation, also referred to as a continuing resolution (CR). Negotiations resulted in the removal of provisions such as providing funding to Ukraine.

Governor Henry McMaster and Lieutenant Governor Pamela S. Evette were recently joined by state agency leaders, members of the General Assembly, and others for a ceremonial bill signing of S. 164, Certificate of Need Repeal, which eliminates the requirement for most healthcare facilities to obtain a Certificate of Need from the Department of Health and Environmental Control before building a new facility, purchasing certain medical equipment or providing additional medical services. "South Carolinians will have greater access to affordable healthcare services with the repeal of the Certificate of Need laws," said Governor McMaster.

A majority of older adults disagree with the idea of using life expectancy as part of guidelines that say which patients should get cancer screenings such as mammograms and colonoscopies, a new poll finds. In all, 62 percent of people aged 50 to 80 said that national guidelines for stopping cancer-detecting tests in individual patients should not be based on how long that person might have left to live, according to new results from the University of Michigan National Poll on Healthy Aging.

Major drug companies including Johnson & Johnson, Merck and Bristol Myers Squibb have committed to participate in Medicare drug price negotiations with the federal government, the Biden administration said Tuesday. The move is a positive step for people on Medicare, although there are still lawsuits from drug companies fighting the price negotiations.

A KFF survey of adults with health insurance found that roughly 6 in 10 insured adults experience problems when they use their insurance. Problems examined include denied claims, network adequacy issues, preauthorization delays and denials, and others.

Companies utilizing noncompete agreements in the U.S. in the employment context should reevaluate their practices in light of recent changes to law and a rapidly changing legal landscape that is growing increasingly hostile to noncompete agreements. Early this year, the Federal Trade Commission proposed a rule that would ban noncompete clauses nation-wide in the U.S.
